The paper studied the real circumstances of Maple Leaves Festival road condition, the traffic flow and quantity, using the field survey results to discuss the organizational principles, measures excecuted in Maple Leaves Festival. The innovative method of traffic plan and solutions were put forward in order to alleviate the traffic jams and chaos in Fragrant Hills during Festival .
