Heat budget is an important indicator to measure the stability of permafrost and the various projects in permafrost regions. Currently, it is commonly calculated by using the Fourier heat conduction law with the thermal conductivity of active layer. In this paper, a new method for heat budget calculation is proposed, which is more accurate and much closer to the actual situation. That is, firstly get the functional relationship between unfrozen water content and soil temperature by literatures or laboratory test, then process temperatures, unfrozen water content and ice content of permafrost at different moment with in-situ data of temperature boreholes, and finally calculate out the heat budget of soil particles, unfrozen water and ice with temperature changes, and the heat budget for water-ice phase transition. And heat budget is sum of the above.
